
In July 2001, the DPRS signed two new agreements with British
broadcasters: The Directors' Rights Agreement (covering payment
for secondary use of member'’ work) and the Directors'
Terms Agreement (an agreement signed jointly with DGGB and BECTU
and covering issues relating to the employment of freelance
television directors).
The Directors' Forum was established within the Directors'
Terms Agreement.
"This will be the cornerstone on which a new relationship
between directors, broadcasters and producers will be built.
The Forum will provide a regular opportunity for the wide
range of issues facing directors to be discussed, with a view
to resolving current problems. It will also enable directors
to understand the major issues facing broadcasters/producers
as they seek to make high quality programming in an increasingly
competitive global market."
Now known as the Joint Industry Forum, the group consists
of representatives of the Directors’ Alliance (DPRS,
DGGB, BECTU), all the British Broadcasters' and Producers'
Associations, and the Professional Managers' Association.
The Forum meets two or three times per year to discuss directors'
fees, contracts and status. Specific issues covered in the
first years of the Forum have included the provisions in directors'
contracts for termination and suspension, moral rights, time
off and expenses. Sub-committees have met to discuss in more
detail directors' contracts and fees in more detail and to
devise codes of best practice.
The Directors' Contract Guidelines were agreed by
the Forum in June 2002 and published in both English and Welsh.
They were updated in 2005.
Two Codes of Practice have also been agreed and published:
The Code of Practice (Fiction) "Concerning the
professional and artistic status of Directors in television
drama, comedy and scripted entertainment".
The Code of Practice (Non-Fiction) "Concerning
the professional and artistic status of Directors in television
non-fiction, documentary, drama documentary and unscripted
factual programmes".
The Forum offers, for the first time, an opportunity for
directors to air their specific concerns with employers.
